If you are interested in staying in the old hostel you will pay just 10,000 naira. But mind you from the 40,000 difference there are a lot of service delivery differences, like sharp rooms, clean toilets and lots more.
Finally hostel accommodation is optional, meaning you aren’t supposed to be forced to stay inside the school, you can move out to look for better options if you have the funds for that.
